PAMANA DCF is an acronym for Pagpapaunlad ng Mamamayan sa Nayon Development Cooperative Federation or Development of Rural Villagers.

It was established on September 13, 1990 and registered with Cooperative Development Authority under LGA CA 0178 as an Inter-lending Cooperative Federation.

With the support from German Agro Action (GAA) of the International Institute of Rural Reconstruction (IIRR), both where instrumental in establishing PAMANA in providing intensive technical and financial assistance. PAMANA directly evolved from IIRR's field strategies aimed at enabling poor and marginalized farmers to participate in a viable credit system.

Following its long-term goal, IIRR intended this people-centered rural credit institution to be eventually owned and managed by the people's organizations. Farmers and women leaders extensively trained on managing credit and social service programs were integral partners through the long process of setting up the federation.

With 19 primary cooperatives from different municipalities and cities in the Province of Cavite, as its first members, and with initial capitalization of P1,281.369.00 from the combined membership capital and IIRR financial assistance, IIRR also constructed PAMANA's office in its property and provided a vehicle for the federation's operations.

PAMANA DCF gained its full autonomy and independence on December 1996, during the IIRR's phase-out strategies. In support to PAMANA's vision and plans to expand and become a fully sustainable development federation, IIRR transferred the full ownership of all fixed assets/ properties and management of loan fund amounting to P9,872,731.00.

In 20 years of existence, PAMANA DCF continues to serve its members and communities to uplift living standards through credit and social services. Dealing with the constant challenges it faces reflects PAMANA's perseverance and dedication to embody the true meaning and character of the COOPERATIVE.
